In the original casting of Arthur, Nolan had wanted a tech-geek. Converse, plaid, dark rimmed glasses. He wanted to show that Arthur's talents were primarily that of the computer- hacking, creating, finding. Joseph Gordon-Levitt changed Nolan's idea of appearances, explaining that the character of Arthur wasn't dependent on his appearance, and could look clean-cut and put together while retaining all of those same technological abilities. As point, Arthur's role is to organize. He creates the identities, changes appointments and pays off the middle-men, works with bank accounts and communication and information. He's a master-hacker, really, because it's what his job calls for and what is necessary of him. He knows his way around technology - computers, the PASIV (or dreaming device), phones, and even bombs. It's possible that this was his position in the military, and that his assets in the dreamshare world are that of an information man- he's the one to know, because he's the one who will know. He can take apart and put back together computers, can hack into and out of, can create and destroy, all with the click of a mouse. Handy, though not helpful, in a place like Kore.

But as much as Arthur is the tech-savvy one, he is also a criminal. The world he inhabits is one of shady characters, back-stabbers, and the possibility of jobs gone wrong. This is another aspect that his military training will also inhabit, because Arthur is definitely well-versed in the ways of hand-to-hand combat. He's not large, he's not extremely strong, but he knows what to do and where to push to take down a man of any size, strength, or talent. Granted, he's not perfect, and in most fights he'll usually take a hit or two, but he knows how to fight. In relation to this, Arthur also had a varied and widespread understanding of weaponry. Guns, knives, bombs, possibly swords, possibly just about anything. If it came up in a job, chances were that Arthur went off on his own to master the art, and because of that his comfort level with most weaponry is above-average and impressive.

While normally the idea of 'organization' wouldn't be seen as a talent, in Arthur's case it might as well be considered as such. His entire life is dependent on his ability to keeps facts and fiction straight. What alias is where, what dream needs what change, who needs to be told what, etc, and he keeps up with it almost flawlessly. It's his job, after all, and he does his job to the best of his ability - which happens to be damn close to perfect, as far as anyone's concerned. His ability to keep his mind, and life, as organized as he does is more than just a skill. It takes practice, it takes perfecting, but it also takes a certain kind of person to live a certain kind of way. Which isn't to say Arthur isn't entirely adaptable - but it is preparation and information that always keep shim one step ahead of everyone else. It is as much of his personality as his fitted suits and choice in a loaded die.
History: AN OLD MAN FILLED WITH REGRET...
Inception, as a film, stands in a specific point in time - the span of a few weeks, months perhaps, but still that specific time. Therefore, for the purpose of the story, most of the characters' history is not expanded upon. Arthur is one such character, who we are told nothing of except for hints and what we, as an audience, can assume.
For one, there is his relationship with Cobb, which boils down to primarily loyalty and faith. Meaning he has been working with Cobb for long enough to see the before and after - before Mal's inception, and after - and to see what it did to him. He knew Cobb well enough to know Mal, to know that she was lovely, but there's not much else in the movie to tell the audience whether he knew her well or just in a professional sense. He knew Cobb well enough, though, to call him out on his issues. His problems. He believes (or believed) in Cobb's ability as an extractor to continue working with him even after his escape from the States, and to continue to find jobs for the two of them to work together. But we can also gleam that he cares for Cobb, if the fact that he's willing to risk his life and his livelihood on getting Cobb back into the states. This is enough to assume that his relationship with Cobb is extensive - they've most likely been working with each other for years. Have known each other long enough, perhaps only in the business or perhaps even before, to trust each other's abilities inherently and completely.
That also plays into two, Arthur's connection with dreamshare. Because of how he acts, the part he plays for Cobb and in the movie, it's safe to say that he's been a part of the dreamshare business for a few years at least. He knows the major players, knows the businesses, and knows the work. As a pointman, it is his job to research and collect information, organize the details like warehouses to use and locations to meet, and the extent that he knows and is confident in his job gives reason to believe he's done this long enough to know what he's doing. And of course there is Eames, whose interactions with Arthur make it seem like they have a history - perhaps with Cobb, perhaps without - that has led to a level of comfortable bickering. They know each other, know how they work, and while it is nowhere near the same level as what Arthur has with Cobb, it is something.
We know Arthur is from the states, by his accent and the fact he mentioned it as a safe haven - a place to go when he and Cobb were running from Cobol. But his comfort level in Japan and France means that he is also very well traveled, and probably is knowledgeable if not fluent in other languages (most likely French, judging by how quickly he arrives there and can organize a place to work). There is heavy rumor (though I cannot find a specific link) that Arthur has a military background. Not surprising, judging from Arthur's level of organization, knowledge of the military background of dream-sharing, and quick-response when under fire, especially with his handle on military-grade weaponry during the movie. But because his life is now as a world-class dream-share criminal, it is very likely that he either left the military or was kicked out.
Of course, we don't know any of this for certain. One of the main points of Inception that Christopher Nolan is sure to point out is that everything is left up to interpretation. The entire movie could merely be a figment of Cobb's imagination, and the facts (or what we believe to be facts) of Arthur could simply be a crossing of ideas and memories. Arthur's home life and background beyond his relationship to Cobb isn't necessary for the movie, so we don't (as an audience) get to know.

Where Dom is the artist, Arthur is the producer, setting the steps to create and hold this abstract world of the dream. He's thorough, organized, and logical, and it is men like Arthur that keep the dreamshare world running. He does everything behind the scenes, smooths out problems and payments, and keeps wildcard men like Dom Cobb in line. His job isn't the prettiest, but it is arguably the most important, because it lays the foundation that allows the architects and the extractors to do what they do and to profit from it. From his position in Cobb's life, to his position on the team, Arthur is the one that questions - a skeptic, through and through, he thinks of all the questions you wouldn't think to ask, and then finds a way to solve them when no one else can. He knows where the jobs are, how to get them, and what needs to be done so they can get back out again. But beyond that, he knows everything about the dream. The technicalities and fine print that no one else bothers to read, Arthur has memorized. He likes being comfortable, in his knowledge, and to do that he knows as much as he can - enough to explain every aspect of the dream in simple terms to new players. He is the one to ask, because even if it doesn't fall under his jurisdiction, he knows.
He's professional, to keep it simple. He's patient, restrained, and controlled. He can school his expression down to quick remarks and clear details. There is no flourish, no exaggeration, and no need for embellishments, as far as he's concerned, because that leads to complications and unnecessary steps. Arthur deals with facts and names and numbers, logic and reality, because those are straight lines and no questions, and he has the exact amount of intensity and control to work within these constraints. He enjoys the no-nonsense side of things, laying out a plan and gathering the information. He's the tech guy, minus the converse and plaid, but with all the intelligence and knowledge. He dresses to impress to set the right impression, but he's not afraid to roll up his sleeves and get his hands dirty with the nuts and bolts of the job, because of it.
But in a job that attracts so many artists, and so few planners, Arthur has taken on a sort of air to himself. He's short, he's factual, and he comes off as no-nonsense. People are scared of Arthur because they can tell there's more to him, that he holds back more than he lets forward, and the potential for him to do harm is great. He's well connected, well known, and respected in his field. And for Arthur, it's the respect that he wants, that he craves. He paints himself as someone who is clean-cut, who thinks in the concrete rather than the abstract, because that is where his skills are. His talents. And in a business sense, that's all anyone needs to know- he knows what he's doing, he's done this before, and you don't want to fuck with him. In that way, he resembles a voluntarily caged animal- all the power, all the rage, but tucked away under three piece suits and sweater-vests.
He's also successful in his field of work, capable and resourceful and grounded in a way that Dominic Cobb is not. Where Dom is the right brain, Arthur is the left, and as a unit they work in perfect symmetry. It is this grounded nature that makes him so useful in multi-level jobs, too, because his dream environment is stable enough to hold up the second layer, and to use to go down further. He knows who he is, is organized and stable enough to build on top of, and can be trusted to keep everything in order. From firearms to no-gravity, Arthur is comfortable and confident in just about everything he does, and it makes him invaluable as a Point Man. Cold, possibly, or if your name is Eames, a stick in the mud, but Arthur doesn't care what anyone thinks of him in the business. His reputation is that as a trustworthy, dependable player - highly sought-out, even with the potentially dangerous extractor that Cobb has started to gain the reputation for - and that's all he needs.
It's simple, after all - Arthur gets jobs, Arthur completes jobs, Arthur earns the respect he needs and moves on to the next one.
HE'S GOOD AT WHAT HE DOES, RIGHT?

It's an aspect of Arthur that is primarily in the spotlight, the fact that he can keep those two sides of him separate. His private life does not enter the professional, and that is all we see. But just like all humans, he's not infallible - he goes to great lengths to make it seem otherwise, but we do get little glimpses of the inner Arthur. He's partial to post-war British painters, for one. Prefers clean, modern buildings and has expensive taste in clothing. he has a certain attention to detail that is noticeable even in a dream, and despite his role as a researcher, there is a creative side to him.
Creative, possibly curious, and hidden beneath the suit. Arthur loves dreaming, could have attuned his talents and skills to any other high-paying job, but he's addicted to the thrill, to the chance to dream. He's not an architect - not on paper - because he's better at the details. At the reality side of dreaming. Point is what he excels at, and the perfectionist side of Arthur would never let anyone else take that over. He could build, possibly, but he doesn't let that fall primarily on him. Maybe because he doesn't trust his mind to bend and create, to match the aesthetics of the mark like they'll need to, or maybe he just doesn't like leaving his mind open for the setting of that dream. See architects, they build and create each level down, which almost means they leave themselves open for that intrusion. Arthur likes to keep himself suited, in perfect order, and closed - he's not an open book, doesn't want to be an open book.
And then of course there's the non-working Arthur. Still intense, still serious, but less so. He can relax, it is physically possible for him, just like it is everyone else. He can sit back and enjoy the wonder of the dream, and can do the same in life. He can be sarcastic, he can play word games, and he appreciate the finer things in life - art, music, life itself. His interaction with Eames gives light to the fact that he can banter, he can build those sorts of relationships, but he doesn't do it often. It takes a certain amount of experience, a certain amount of respect, and a certain amount of trust - or perhaps just an understanding of what will get him what he wants. He's point-blank, honest and blunt when he needs to be, but if it takes a warmer approach, he can make small talk, win people over. He cares about those select few he decides to trust, and appreciates those with talent. He has a relatively high moral ground - or as high as a criminal can have - but he also does what needs to be done. He's not a robot, though many people believe otherwise. The interaction with Ariadne proves this - he does form attachments, though rarely at the depth of someone like Cobb.
Arthur is restrained, because he restrains himself, but that doesn't necessarily mean that's all there is. His mind is as organized as his life, and he prefers it that way.
